You can download a full-res map of Ultima 7: Forge of Virtue here. The map is very, very large. You will not be able to view it in your web browser. Right-click the links and save them to your hard drive, then open them in Photoshop or similar graphics program. They will take a long time to download over slow connections. They are all saved in indexed PNG format.

The map was created using Exult, a rewritten Ultima 7 game engine for more modern Windows systems. The map was generated with roofs turned off so you can see interiors and caves. Note that you won't be able to see everything in multi-floor buildings.

This page isn't really new new, but I'm making the maps available for full download for the first time. If you don't want to download the whole thing you can preview the map at the old page here.
